Will the filibuster prevent Congress from eliminating funding for the CFPB?

As long as Congress preserves the filibuster rule, the current Congress cannot amend the Consumer Financial Protection Act to eliminate the CFPB without the assent of 60 senators, something that seems very unlikely. But could the CFPB’s opponents accomplish the same goal by zeroing out the Bureau’s funding using a reconciliation bill, which requires only a simple majority to pass the Senate? The Ballard Spahr firm reports at the Consumer Finance Monitor Blog that some members of Congress are attempting to pass a reconciliation bill that would eliminate the CFPB’s funding. The Senate Parliamentarian would decide whether the reconciliation bill may properly include such a provision.
